Louis Heimbach
Chairman, Greater Hudson Valley Health System Board of Directors

Lou Heimbach has served as Chairman of the Greater Hudson Valley Health System Board of Directors since 2010. He also serves as Chairman of Orange Regional Medical Center’s Board of Directors. Since 1992, Mr. Heimbach has been actively involved with Orange Regional’s Board of Directors serving as a member of the Executive Committee of the Board, Human Resources Committee, Strategic Planning Committee, Finance Committee and Governance Committee. He is currently Chairman of the Strategic Planning Committee, past chairman of the New Hospital Committee and a member of the Performance Improvement and Compensation Committees. Mr. Heimbach’s leadership was instrumental in the merger of Arden Hill and Horton Hospitals to form Orange Regional Medical Center, construction of Orange Regional’s new facility and the creation of the Greater Hudson Valley Health System.

Mr. Heimbach is Chairman, President & CEO of Sterling Forest LLC in Tuxedo, New York. He was the elected County Executive of Orange County, a position he maintained for 12 years and also served three terms as Supervisor of the Town of Wallkill. He received his Bachelor’s of Science and Master’s of Business Administration from Cornell University in Ithaca, New York.

Mr. Heimbach is extremely active within the community and supports several local organizations including: the Orange County Capital Development Corp, Orange County Citizen’s Foundation, Orange County Chamber of Commerce, Orange County Partnership, Mid-Hudson Pattern for Progress and is Vice-Chairman of the Stewart Airport Commission. He is also on the Board of the Orange County Trust Company.

Mr. Heimbach lives in Warwick, New York.

Schuyler Newman, M.D.
Treasurer, Greater Hudson Valley Health System Board of Directors

Schuyler Newman, MD is board-certified in Anatomic and Clinical Pathology and has been a member of the Greater Hudson Valley Health System Board of Directors and the Orange Regional Medical Center Board of Directors since 2002. Currently, he is Board Treasurer and Chairman of Orange Regional’s Finance Committee. Dr. Newman serves as a member of Orange Regional’s Executive, Finance and Strategic Planning Committees. He is affiliated with Orange Pathology Associates, PC in Middletown, New York and has been an active medical staff member with Orange Regional since 1992.

Through his affiliation with Orange Regional, Dr. Newman has been a member of the Medical Executive Committee and served as its first Chief of Staff. Dr. Newman is also past Chair of the Medical Staff of Horton Medical Center, a position he held prior to the merger with Arden Hill Hospital. Additionally, he is past Medical Director of Laboratory and past Department Chairman of Pathology. Dr. Newman was instrumental in the development of Orange Regional’s Cancer Center, having served as the first chairman of the Cancer Committee. Additionally, he was instrumental in helping to attain the Center’s first accreditation. He received the Physician Leadership Award from Orange Regional in 2005. Dr. Newman is the President and Medical Director of Histopathology Services, LLC which is a leading provider of pathology services in the New York metro area.

Dr. Newman graduated with a Bachelor of Arts degree, with honors, from LaSalle University and is a Summa Cum Laude graduate of Jefferson Medical College where he was inducted into the Alpha Omega Alpha Honor Medical Society. He was in the Army Medical Corps for 13 years including his internship and residency at Walter Reed Army Medical Center. He served in a number of leadership positions including Chief, Department of Pathology at Keller Army Hospital at West Point. Dr. Newman is a fellow of the College of American Pathologists and the American Society for Clinical Pathology.

Dr. Newman lives in Goshen, New York.

Patricia Claiborne
Secretary, Greater Hudson Valley Health System Board of Directors

Patricia Claiborne currently serves as the Secretary for the Greater Hudson Valley Health System Board of Directors as well as for the Orange Regional Medical Center Board of Directors. Ms. Claiborne joined both organizations in May of 2008. She is a member of Orange Regional’s Board of Director’s Compensation Committee, Performance Improvement Committee and is Chair of its Governance Committee.

Ms. Claiborne is past Educator, Program Leader and Executive Director for Cornell Cooperative Extention, positions she held for 37 years before retiring in 2010. At Cornell Cooperative Extension, Ms. Claiborne managed all aspects of operations, providing leadership and opportunities for the youth and families of Orange County. She began her career as a Cooperative Extension Agent responsible for leading the Expanded Food and Nutrition Education Program. She then became a Home Economics Program leader and educator with a major focus in Financial Management and Housing Programs. Prior to her position as Home Economics Program Leader, she served as a Research Assistant in Human Services Studies and Extension Associate for the Division of Nutritional Science, Cornell University.

Ms. Claiborne holds a Bachelor of Science degree in Home Economics from Virginia State University and a Master’s degree in Human Service Studies from Cornell University.

Ms. Claiborne is an active community member. She serves on the Orange County Citizens Foundation Board of Directors and the Emergency Housing Board of Directors. She is a member of the Middletown Kiwanis and the Orange County Farm Bureau. Ms. Claiborne was the Honorary Chairwoman for the 2008 Tribute to Women of Achievement of Orange County. She has received many awards and recognitions for her dedication to the community and her work, some of which include the Human Rights Commission Award, National Association of Extension Home Economists Newsletter Award, National Association of Extension Home Economists Diversity Award and Leadership Orange Pinnacle Award.

Ms. Claiborne lives in Middletown, New York.

Scott Batulis
Greater Hudson Valley Health System Board of Director

Scott Batulis has been the President and Chief Executive Officer for the Greater Hudson Valley Health System and Orange Regional Medical Center since August 2006 and President of Catskill Regional Medical Center since 2008. Mr. Batulis has more than 25 years of experience in healthcare administration including strategic planning, financial management, business development, mergers and acquisitions, hospital construction, operations management, physician relations, human resource development and fundraising. Throughout his leadership career, his broad-based healthcare system responsibilities have included hospital care, primary and specialty care, chronic care, senior care and home healthcare.

Mr. Batulis’ exceptional healthcare administrative background played a critical role in the revitalization of the Greater Hudson Valley Health System and the development of programs and services to member hospitals. In 2011, his leadership and skills proved vital in the financing, construction, relocation and opening of Orange Regional’s new facility located in Middletown, New York, the first new hospital in New York State in more than 20 years. His leadership and experience played a critical role in transforming Catskill Regional Medical Center into a stable and evolving community hospital, the only hospital in Sullivan County, New York.

Throughout his tenure and within the System, Mr. Batulis has achieved significant quality and financial benchmarks and is credited with leading the development of many new services as well as the acquisition of state-of-the-art technology. The development of clinical programs throughout the System include: emergency and elective angioplasty, Stroke Center designation, Bariatric Center of Excellence, robotic surgery, a Level 2 Neonatal Intensive Care Unit in development and the newly constructed expansion of Catskill Regional’s emergency department. The purchase and implementation in 2011 of a multi-million dollar electronic health record system at Orange Regional, with implementation at Catskill Regional in 2012, has modernized communication and placed Orange Regional among the top five percent of the more than 5,200 hospitals nationwide that had achieved Stage 6 designation on the Electronic Medical Records Adoption Model.

Prior to joining the Greater Hudson Valley Health System, Mr. Batulis spent nearly 20 years with HealthEast Care System, a network of integrated care services including hospitals, clinics, rehabilitation and specialty care facilities, headquartered in St. Paul, Minnesota. Within this network, he held the positions of Vice President of HealthEast Care System, Chief Executive Officer of St. Joseph’s Hospital and Chief Executive Officer of Bethesda Rehabilitation Hospital.

As a Vice President within the HealthEast Care System, Mr. Batulis’ responsibilities crossed a number of modalities including heart care and neurosciences in three of the network’s hospitals. Additionally, he provided leadership over the HealthEast Ambulance service, Hospice care and outreach laboratory businesses as well as having served on the Board of Directors for HealthEast Home Care.

As Chief Executive Officer at St. Joseph’s, his leadership marked a turning point for this hospital slated to close. He is credited with successfully leading teams through a $20 million capital campaign and an $81 million campus expansion/renovation plan.

Prior to joining St. Joseph’s, Mr. Batulis served as Chief Executive Officer of Bethesda Rehabilitation Hospital. While in this capacity, he also managed HealthEast’s six nursing homes, five assisted living facilities, ambulance company, medical equipment company, home health care agency and three retail pharmacies.

He has a Master of Business Administration degree from the University of St. Thomas in St. Paul, Minnesota and a Bachelor of Science degree in Long Term Care Administration from the University of Minnesota. He is a member of the American College of Healthcare Executives.

Mr. Batulis is member of the Greater New York Hospital Association Board of Directors; a member of the Northern Metropolitan Hospital Association Board of Directors; a member of the Mid-Hudson Pattern for Progress Board of Directors; a member of the Orange County Partnership Board of Directors and a member of the American College of HealthCare Executives.

Mr. Batulis lives in Monroe, New York.

Paul B. Halpern
Greater Hudson Valley Health System Board of Director

Paul B. Halpern joined the Greater Hudson Valley Health System Board of Directors and Orange Regional Medical Center Board of Directors in October of 2008. He currently serves as a member of Orange Regional’s Finance Committee and Audit/Compliance Committee. He is also Chairman of the Strategic Planning Committee at the board level and is a past Chairman of the New Hospital Committee. Mr. Halpern also holds the position of Chair of the Orange Regional Medical Center Foundation Board of Trustees and has been a member of its board since 2004. During his tenure as a trustee, Mr. Halpern has served as Chair of the Community Phase of the $21 million Capital Campaign, the Co-Chair of the Century Club Campaign and is a past member of the Golf Classic Committee.

As an active member of the local community, Mr. Halpern is Immediate Past President of the Rotary Club of Middletown as well as a board member of the Rotary International Medical Relief Foundation; an honorary board member of the Boys and Girls Club of Wallkill and Pine Bush; a member of the steering committee and advisory board leadership council of the National Academy Foundation; former Chair of the Advisory Board of the Middletown High School Academies of Finance and Information Technology and past president of Temple Sinai in Middletown.

Mr. Halpern lives in Middletown, New York.

Arthur D. Kowaloff
Greater Hudson Valley Health System Board of Director

Arthur Kowaloff joined the Greater Hudson Valley Health System Board of Directors and Orange Regional Medical Center Board of Directors in 2006. Currently, Mr. Kowaloff serves as the Chairman of Orange Regional’s Audit and Compliance Committee as well as its Compensation Committee. He is also a member of the Executive, Strategic Planning and Finance Committees.

Mr. Kowaloff is the president of Kowaloff & Co. LLC, a firm offering capital markets advice and investment banking services for entrepreneurs and the companies they create.

A graduate of Carleton College and Yale University Law School, Mr. Kowaloff spent five years as a managing director of BNY Capital Markets, Inc., a subsidiary of The Bank of New York Mellon Corporation. Prior to that, he held the position of COO/senior managing director at Patricof & Co. Capital Corporation and was a senior partner at the firm of Willkie Farr & Gallagher. He is a member of the New York State Bar.

Mr. Kowaloff is the Lead Director of Metropolitan Health Networks, Inc. and is also a member of the Sirona Dental Systems, Inc. Board of Directors. Additionally, Mr. Kowaloff is a Trustee of Carleton College and the president and a director of The PBP Foundation of New York.

Mr. Kowaloff lives in Central Valley, New York.

Frederick H. Kuriger
Greater Hudson Valley Health System Board of Director

Frederick Kuriger joined the Greater Hudson Valley Health System in 2011. He is the Chief Executive Officer for Catskill Regional Medical Center. With more than 30 years of hospital administration experience, Mr. Kuriger previously served as Executive Vice President/Chief Operating Officer/Corporate Responsibility Officer at Seton Health System in Troy, New York.

Throughout his career, Mr. Kuriger has served in various senior leadership positions at Valley Regional Hospital in Claremont, New Hampshire, Stamford Health System in Stamford, Connecticut and Bradley Memorial Hospital in Southington, Connecticut.

Mr. Kuriger is a graduate of Tufts University in Medford, Massachusetts and holds a Master’s degree in Business Administration from the University of Connecticut and a Master’s degree in Public Health from the University of Massachusetts.

Mr. Kuriger is a Fellow of the American College of Healthcare Executives and is a member of the Healthcare Financial Management Association.

Mr. Kuriger resides in Sullivan County, New York.

Howard Mills
Greater Hudson Valley Health System Board of Director

Howard Mills joined the Greater Hudson Valley Health System Board of Directors and the Orange Regional Medical Center Board of Directors in 2008. Mr. Mills is a director and chief advisor of the Insurance Industry Group of Deloitte LLP. In his current role, Mr. Mills works with Deloitte’s clients in areas ranging from growth and globalization to managing the complexities of regulatory compliance. An experienced and prominent leader in the insurance industry, Mr. Mills joined Deloitte after serving as Superintendent of the New York State Insurance Department.

A former New York State Assemblyman, he served as the Deputy Minority Leader and a member of the Banking, Housing, Insurance and Ways and Means Committees. He was also a member of the National Association of Insurance Commissioners, the Presidential Financial and Banking Information Infrastructure Committee and has served as commissioner of the International Commission on Holocaust Era Insurance Claims.

Mr. Mills currently serves as a board member of the Griffith Foundation, has been an adjunct instructor of geography and politics at Mount Saint Mary College and Orange County Community College, is a former Town of Wallkill Supervisor and is a member of the International Association of Insurance Supervisors.

Mr. Mills lives in the Town of Hamptonburgh, New York.

Jacqueline Ricciani
Greater Hudson Valley Health System Board of Director

Jacqueline Ricciani joined the Greater Hudson Valley Health System Board of Directors in 2011 and has been a member of the Catskill Regional Medical Center Board of Directors since 2007. Ms. Ricciani is currently Chair of Catskill Regional’s Board of Director’s Audit, Compliance and Governance Committee and its Executive Committee. She is also a member of Catskill Regional’s Ethics Committee

Ms. Ricciani is a Managing Partner with Ricciani & Jose, LLP, a law firm based in Monticello, New York, and serves as Attorney for the Town of Bethel Planning Board and Zoning Board of Appeals. Previous to her current position, she was a Senior Attorney at Greenwald Law Offices in Chester, New York. Prior to her law career, Ms. Ricciani earned a Master’s Degree in Hospital Administration. She held several positions within the healthcare field working at acute care hospitals in Newark, New Jersey and in Brooklyn, New York.

Ms. Ricciani serves on the Dispute Resolution Center Board of Directors, the Sullivan County Bar Association Board of Directors and is a member and former president of the Women’s Bar Association of Orange and Sullivan Counties. Additionally, she is a member of the Women’s Bar Association of the State of New York and the Monticello Rotary Club.

Ms. Ricciani resides in Mongaup Valley, New York.

Ginny Rizzo
Greater Hudson Valley Health System Board of Director

Ginny Rizzo joined the Greater Hudson Valley Health System Board of Directors and Orange Regional Medical Center Board of Directors in 2003. Ms. Rizzo served as past Chair for both organizations from 2008-2010. Currently, she is a member of Orange Regional’s Compensation Committee at the board level. Mrs. Rizzo is the owner and president of Éclat, a management and human resources consulting firm. She is also Vice President of Rizzo Inc., a commercial moving company.

Prior to opening her own business, Mrs. Rizzo spent 24 years with International Paper’s Corporate Research Center in Tuxedo, New York, a Fortune 500 corporation and the world’s largest paper company. During those years, she advanced from a research and development scientist to a number of managerial positions in training, development and human resources. When she left International Paper in 2004, she held the position of lab manager, overseeing the research center and its pilot plant.

Mrs. Rizzo earned her Bachelor of Science degree in Chemistry from the State University of New York at Albany. She is past Chair of the Orange County Partnership and is currently a member Orange County Trust Bank’s Board of Directors.

Mrs. Rizzo lives in Warwick, New York.

Greater Hudson Valley Health System Board of Directors

Gerald J. Skoda has been a member of the Greater Hudson Valley Health System Board of Directors since 2006, and is currently Chair of the Catskill Regional Medical Center Board of Directors and its Executive Committee. Since 2005, Mr. Skoda has served on the Board of Catskill Regional Medical Center and has been a member of its Finance, Strategic Planning and Governance Committees. Most recently, he served as Chair for Catskill Regional’s CEO search committee at the board level.

He is the President of Mid-Hudson Cooperative Insurance Company, operates his own crop farm and is an agricultural consultant specializing in farm tax consultation and preparation. Mr. Skoda spent over 37 years in Education, bringing the research of Cornell University to the citizens of Sullivan, Madison and Delaware Counties, retiring as Executive Director of Cornell Cooperative Extension, Sullivan County in 1997.

Mr. Skoda is the President of Emerald Corporate Park, Inc.; is a member of the Board of Directors for Community Foundation of Orange and Sullivan; served as Director and was Past Chair of the Sullivan County Partnership for Economic Development where he received the prestigious Walter A. Rhulen Award for ”Business, Community and Humanity”; Co-Chaired “Sullivan First” a County enhancement effort which grew into Sullivan Renaissance where he currently serves on the Steering Committee; and served on the Tri-Valley School Board of Education for 24 years, 17 years as President.

Mr. Skoda resides in Woodbourne, New York.

Greater Hudson Valley Health System Board of Directors

Darrell Supak has been a member of the Greater Hudson Valley Health System Board of Directors and Catskill Regional Medical Center Board of Directors since 2006. Mr. Supak is currently Vice Chairman of the Board at Catskill Regional Medical Center and is actively involved on the Governance, Finance and Planning Committees. Mr. Supak was a key member involved in the drafting of the alliance agreement with Orange Regional Medical Center and the new bylaws for Catskill Regional Medical Center. Mr. Supak also serves on the Greater Hudson Valley Health System Board Ad Hoc Governance Committee, which is focused on revising the bylaws of the Greater Hudson Valley Health System to more adequately reflect the current and future composition of the Greater Hudson Valley Health System.

Mr. Supak is Senior Vice President and Chief of Staff for Granite Associates, LP. Mr. Supak was actively involved in the planning, development and construction of Bethel Woods Center for the Arts, a not-for-profit job creation and economic development initiative in Sullivan County, New York. In 2011, Mr. Supak received the prestigious Walter A. Rhulen Award for “Business, Community and Humanity” from the Sullivan County Partnership for Economic Development.

Mr. Supak serves on the board of the National Purple Heart Hall of Honor and is Chairman of the Archdiocesan Pastoral Council for the Archdiocese of New York. Mr. Supak is a retired U.S. Army Colonel. He holds a Bachelor’s of Business Administration degree from Texas A&M University at Kingsville and a Master’s degree in Business Administration from Sul Ross University. Mr. Supak is actively involved in health, education and veterans activities.
